The HEDIS Medication List Directory measures specifications in the HEDIS Volume 2 publication reference that contains a medication list. The medication list is a complete list of medications used to identify an ambulatory dispensed prescription. The Medication List Directory (MLD) includes all NDC codes for each medication list. Any NDC code included in a medication list is eligible for use in reporting. NDC codes not included in the MLD can be mapped for use in HEDIS reporting if the generic name, strength/dose and route match those of an NDC code in the HEDIS MLD.

For the HEDIS 2020 Medication List Directory, any NDC or RxNorm code that is in the U.S. National Library of Medicine’s RxNorm database as of September 1, 2019 will be considered for inclusion in the HEDIS 2020 MLD, which will be posted to the NCQA website on November 1, 2019. This is a change from past years’ cutoff date, of September 30th.

What is a NDC and RXNorm?

A NDC stands for National Drug Code, which is a unique 10 or 11 digit code used as a universal identifier for human drugs in the United States. The NDC has 3 segments: the labeler, the product, and the commercial package size. The first set of numbers in the NDC identifies the labeler (manufacturer, repackager, or distributer). The second set of numbers is the product code, which identifies the specific strength, dosage form (i.e, capsule, tablet, liquid) and formulation of a drug for a specific company. Finally, the third set is the package code, which identifies package sizes and types. The labeler code is assigned by the U.S. Food and Drug Administration (FDA), while the company assigns the product and package code.

RXNorm is a database managed by the U.S. National Library of Medicine. It provides normalized names for clinical drugs and links its names to many of the drug vocabularies commonly used in pharmacy management and drug interaction software.
