The National Committee for Quality Assurance (NCQA) releases an annual update on the Healthcare Effectiveness Data and Information Set (HEDIS) quality measures. They’ve recently released the updates for 2019 and while there are four new quality measures, the NCQA has also announced changes to four existing measures.

Controlling High Blood Pressure
The National Committee for Quality Assurance has revised the existing measure of Controlling High Blood Pressure. There is now a new blood pressure target of <140/90 mm Hg for those adults aged 18 to 65 with hypertension. In addition, the National Committee for Quality Assurance also updated this measure to allow more administrative measures to analyze the quality measure. Telehealth encounters were also added to this measure.
Follow-Up After Hospitalization for Mental Illness
The National Committee for Quality Assurance also updated the quality measure dictating follow-up after hospitalization for mental illness. The committee added the principal diagnosis of self-harm to the measure.
Plan All-Cause Readmissions
The National Committee for Quality Assurance also changed the Plan All-Cause Readmissions quality measure so it now includes observation stays as index hospitalizations. In addition, individuals with high frequency hospitalization are being removed from the risk-adjusted readmission rate.
Follow-Up After Emergency Department Visit for Mental Illness
In addition to the three quality measures listed above, the National Committee for Quality Assurance also updated the Follow-Up After Emergency Department Visit for Mental Illness. The main diagnosis of self-harm was added to the denominator, and a primary diagnosis of self-harm with a secondary diagnosis of mental health disorders was also added.
